Feature goals for the mountain top hardware

Either fit under a current FCC type-acceptance (part 5) or do our own grant.

Be complient to Part 15.

Low cost (ie < $2000) as we be poor and things get ripped off.

Flexible to support different radios and authentication protocols

Can do layer 2 or 3 switching/routing between backbone interfaces.

Support reverse-firewall (type to be determined later) for users of the AP

Scalable.  Should be able to stack or add equipment as needed and
not be locked into a manufacture.
